It is a good one. I had to read it several times to understand it. Although there is a possibility that I read a different meaning into it than what you would have wanted to put forth.

No deeper meaning. just a poem on setting boundaries, like drawing a line with a ruler or laying down the law/rules like a ruler. Play of words
